Former Calangute-Candolim panchayat members have welcomed the HC order on panchayat elections. “The conduct of timely elections is a constitutional mandate and every panchayat has to have an elected representative rather than a nominated administrator to uphold Indian’s strong principles of democracy,” said Shawn Martins.
