Congress names Michael Lobo as opposition leader, Amit Patkar state prez A day after the two-day budget session and three weeks after the election results, Congress president Sonia Gandhi on Thursday appointed Calangute MLA Michael Lobo as leader of Congress legislature party, and Mormugao MLA Sankalp Amonkar as his deputy.
