Democracy and constitutional mandate have prevailed over the smear campaign, chief minister Pramod Sawant said on Thursday while welcoming the decision of the high court of Bombay at Goa to dismiss petitions filed by Congress and MGP against the merger of 12 MLAs into the BJP legislature party.
